[GCP] migrate to common validation playbook (#343)

* testing using the shared validation plays

* Fix etcd validation in GCP

In GCP, etcd certificates are created with the short hostnames of the master
nodes, not with the fqdn.

* Set validate_etcd_short_hostname variable when calling etcd validation
