Make the network restart faster/earlier in cycle (#155)

* Enable dnsmasq for azure name resolution and fix app load balacer naming

* Work around Azure Resource Group DNS Issue

* Add better support for special characters in password

* Enhancement to make sure local dns entries are registered

* Force reset of interface to make sure dns is updated

* Add a restart of network service to get dns registration to work better
